Full Circle Mapping Hints

Data Entry Page #1 is capturing general information about the PARCEL. The Land Use value captured on the first page will determine the data collected on subsequent pages. 

 Note:  there can be several addresses on one parcel of land (for example, several businesses may be in one building).  Only one address on a building will match the Full Circle database (Cook County Assessor database).  On the first data collection page you are collecting Parcel level information.

 

****Put a value in for each field even if NOT APPLICABLE!****

Data Entry Page #2 is again capturing more information about the PARCEL but this time it is specific to the type of land use you selected on the Page #1.  For example, if it is a residential property the 2nd page will prompt you on more questions about the residential property à condo, multi-family, etc.  If the land use is commercial it will prompt for values specific to commercial propertiesà business names, sign quality, etc.

 

Data Entry Page #3 is intended to collect very specific information about each Business, Organization or Institution located within the parcel.  You can enter information on up to 12 businesses within a parcel.   Simply click on the ‘Business Name’ hyperlink to begin entering information for each business

 HELPFUL HINTS

  •  Make sure there is a clear definition for each data field before you begin any data collection.  Predetermine how you will measure if the ‘Structure condition’ is ‘Excellent’, ‘Good’, ‘Fair’ or ‘Poor’

  • Make sure you always have preprinted maps with you from the Full Circle website http:/www.CMAP.org/fc/map.asp  (see printing maps tutorial on how to do this).  If the address number on the building does not match up in the Full Circle address list refer to the map to get the correct address.  If the map does not list an address number take note of this and move on to the next parcel

  • Log each and every field on the data entry screen even if “not applicable”

  • Enter business name “VACANT” if a there is a vacant business site within a parcel.  This will allow you to enter further details about the business on the third data page.

  • Enter in only the current use under business type, name etc..  For example, if there is a vacant site that was formerly a restaurant enter in VACANT – do not enter the former restaurants name or any other attributes of the restaurant (sign quality, etc.)

  • Sometimes the system will randomly prompt you for your user name and password, simply enter the information and resume.

  • If you are on a page that you would like to exit & return to the data entry screen—hit the HOME button at the bottom of the screen

  • If you are not sure if you are at the right parcel—look at the data supplied by the Assesor at the top of the screen-- looking at the age of the building or the assessed value of the building might give you some clues as to whether or not you are at the right parcel. 

  • When recording data fields such as bike parking or public transit stop only check these off if the bike rack or bus stop are directly in front of the parcel.  The purpose is map each bike rack or bus stop individually (so it should only be mapped once). The same is true for parking—only count the number of street parking spaces directly in front of the parcel

  • ALWAYS LOG VACANT LOTS!

  • BE SURE TO CALL GREG SANDERS IMMEDIATELY IF YOU GET AN ERROR MESSAGE!  312-454-0401 ext. 707

Query the Parcel database (see instructions): http://www.chicagoareahousing.org/FullCircle/ParcelBuildQuery.aspx

Querying the database can help you determine if the data collected is correct.  For example, by querying land use = vacant lot and then structure type and vacant or occupied  you can determine if the data collected is consistent. For example,  if the land use = vacant then there should be no information under structure type, housing units etc.
